Affordable Connectivity Program

Pennsylvania Public Utility Commission

Provides a variety of utility assistance programs for all different utilities such as electricity & natural gas, telephone & internet, and water. For more information visit their website at or call 1-800-692-7380

Low Income Home Energy Assistance Program (LIHEAP)

LIHEAP provides grants of between $500 and $1,500 for assistance with heating bills. More information can be found at or by calling 1-866-857-7095

Dollar Energy

Dollar Energy provides a variety of programs for assistance with different utilities such as water, sewer, electric, and gas. Dollar Energy also works with local service providers such as Duquesne Light and People's Gas to provide resources. Low-Income Household Water Assistance Program (LIHWAP)

LIHWAP provides grants of up to $2,500 for help with overdue water bills. More information can be found at or by calling 877-395-8930

Pittsburgh Water and Sewer Authority (PWSA)

PWSA provides a variety of customer service programs for assistance with water related issues. Programs include: Bill Discount Programs, Flexible Payment Plans, Arrearage Forgiveness, Hardship Grants, Winter Shutoff Moratorium, and Community Lead Response.
